April 9th General UMRA Meeting Minutes


UMRA BOARD MEETING

April 8, 2005

Meeting called to order at 4:02 p.m.

Welcome to Rob Isaac, CMS, from International and Bruce Kamperschrorer, CM, Regional Director.

Two corrections were requested from last meetings minutes. The first being corrected dates. April 16 instead of 6. Also deletion of CM listing behind the name of Randy Cress.

Motion by John Huso, CM, Souris chapter, to approve corrected minutes from UMRA newsletter. Motion was seconded by Jim Senst, CM, Twin Cities chapter.

Treasurers report given by Arlan Okerson, CMS, Badlands chapter. As of this day, checking account has a balance of $4599.03. We are in receipt of some bills:

  1. Irma for the newsletter.
  2. Kinko's printing.
  3. Past President's plaque.
  4. Web site expenses.

Motion by Dale Buehler, CM, Black Hills chapter, to table approval of bills until the next board meeting. Seconded by Gary Nysveen, CM, Red River chapter.

Motion by Gary MacKenzie, CM, Winnepeg chapter, to approve treasurers report. Seconded by Woody Seemann, CMS, Souris chapter.

New business;

Motion by Jim Senst, CM, Twin Cities chapter, for the purchase of an additional photo album similar to existing ones. This to be done by incoming second vice president. Seconded by Ed Stockert, CMS, Badlands chapter.

Appreciation was expressed for Mrs. Stockert's work on updating photo albums, "Job well done".

President Chris Daly, CM, Red River chapter, asked for formation of a nomination committee for achievement of the year award. Gary Nysveen, CM, Red River chapter, Woody Seemann, CMS, Souris chapter, and Chris Daly, CM, Red River chapter, were appointed.

Chris Daly, CM, Red River chapter, mentioned that next years conference will be held in the Twin Cities and that the 2007 conference might be held in Kearney, Nebraska, although confirmation has not yet been made. First vice president Jim Senst, CM, Twin Cities chapter, will follow up on contact with Kearney people.

Old business;

Considerable discussion was made about eliminating or reducing amount of newsletter mailings thru USPS. Alternatives as e-mail or limited mailings to chapters were discussed.

Motion by Gray Nysveen, CM, Red River chapter, to reduce hard copy mailings of newsletter. Jim Senst, CM, Twin Cities chapter, motioned to table decision about mailings changes until general meeting. Seconded by David Olson, CMS, Red River chapter. The alternative is to post the newsletter on the UMRA web site (www.rses-umra.org) and send an e-mail copy to each chapter contact person.

Woody Seemann, CMS, Souris chapter, presented a statement of appreciation for David Olson, CMS, Red River chapter, and his work on the UMRA web site.

Dale Buehler, CM, Black Hills chapter, and Jim Senst, CM, Twin Cities chapter, were appointed as nominating committee for new Sergeant at Arms.

Robb Isaacs, CMS, International, encouraged UMRA to write a letter of support and nomination of Bruce Kamperschorer, CM, Twin Cities chapter, as nominee of Sergeant at Arms, International. Motion made by Jim Senst, CM, Twin Cities chapter, to thank and write a letter of support and nomination of Bruce Kamperschorer, CM, Twin Cities chapter, as international Sergeant at Arms and for a third term as director of Region 11 UMRA. John Huso, CM, Souris chapter, seconded the motion. Bruce Kamperschorer, CM, Twin Cities chapter, requested that the record reflect that his term as region 11 UMRA director is almost expired and requests letters of support in his quest for a third term.

John Huso, CM, Souris chapter, gave a brief update about current conference financial status as "doing alright".

Some discussion was made about account balances and possible discrepancies. Treasurer Arlan Okerson, CMS, Red River chapter, will bring supporting documentation to next meeting for clarification.

Motion by Gary Nysveen, CM, Red River chapter, motioned to adjourn, seconded by Woody Seemann, CMS, Souris chapter.

UMRA BOARD MEETING

April 9, 2005

Meeting was called to order at 7:30 a.m. by Chris Daly, CM (Red River chapter). All officers were in attendance. Minutes of April 8, 2005, read by Secretary Dale Buehler, CM (Black Hills chapter). Corrections made in member titles.

Motion made to approve amended minutes by Gary MacKenzie, CM (Winnipeg chapter), seconded by Gary Nysveen, CM (Red River chapter).

Treasurer's report was given by Arlan Okerson, CMS (Badlands chapter). Account balance $3120.63. Motion made to approve treasurer's report by Randy Cress, (Twin Cities chapter), seconded by Woody Seemann, CMS (Souris chapter). Bills submitted as follows:

  1. $262.33 - postage, Twin Cities chapter.
  2. $542.17 - newsletter prep, Kinko's.
  3. $200.00 - newsletter prep, Irma Kamperschroer.
  4. $473.90 - web site expenses, David Olson, CMS (Red River chapter).
  5. $86.83 - plaque expenses, Woody Seemann, CMS (Souris chapter).

Motion made by Jim Senst, CM (Twin Cities chapter) to pay bills, seconded by Woody Seemann, CMS (Souris chapter).

Upon review of bank statements and checks, current balance is approved as accurate.

Achievement award committee update: Nominee names are in hand and are being reviewed.

Nomination committee for UMRA Sergeant-At-Arms: Two names were presented: Terry Grundysen, CMS (Red River chapter), who is not present, and Mark Walenz (Missouri Valley Chapter). Mark presented a verbal resume. By unanimous decision, Mark Walenz will be presented at the general meeting as the board's nominee for Sergeant-At-Arms.

Gary Nysveen, CM (Red River chapter) made a motion for nominations to cease, seconded by Randy Cress (Twin Cities chapter).

President Chris Daly, CM, asked for a motion to bump present officers up one position to open up position for new Sergeant-At-Arms. John Huso, CM (Souris chapter) made motion to advance officers. Seconded by David Olson, CMS (Red River chapter).

Jim Senst, CM (Twin Cities chapter) made a motion to review UMRA bylaws in order to determine procedure for voting in new officers, seconded by Dale Buehler, CM (Black Hills chapter. The following are the members of the bylaws review committee:

  1. David Olson, CMS (Red River chapter).
  2. Bruce Kamperschroer, CM (Twin Cities chapter).
  3. Jim Senst, CM (Twin Cities chapter).

Newsletter distribution issue revisited. Motion made by Gary Nysveen, CM (Red River chapter). No hard copies of newsletter to be mailed. Instead, newsletter will be e-mailed to chapter contacts and posted on the UMRA website. Motion seconded by Jim Senst, CM (Twin Cities chapter). E-mails will be sent stating the change in newsletter distribution and at least 2 articles will run in the RSES Journal stating our procedural change.

Motion made by Woody Seeman, CMS (Souris chapter) to reimburse David Olson, CMS (Red River chapter) for website work. Motion withdrawn as compensation is already in place.

Old business: The question was brought up about UMRA dues. Normally they are withheld by International on request.

Update on present conference given by John Huso, CM (Souris chapter). Everything going well, think finances will be okay.

Sergeant-At-Arms Gary Nysveen, CM (Red River chapter) reminded to get flags and plaques to Twin Cities chapter for next year's conference. Jim Senst, CM (Twin Cities chapter) gave update for 2006 conference to be held in the Twin Cities on March 31 and April 1 with a possible Kellow seminar on March 30.

Secretary Dale Buehler, CM (Black Hills chapter) reminded to get new officers' report and copy of minutes to the following:

  1. International.
  2. Bruce Kamperschroer, CM (Twin Cities chapter).
  3. UMRA officers.
  4. Brian Baker, CMS (Winnipeg chapter).
  5. David Olson, CMS (Red River chapter), UMRA web officer.

Woody Seemann, CMS (Souris chapter) volunteered again to take care of plaque for achievement of the year award in 2006. John Huso, CM (Souris chapter) made a motion to adjourn meeting, seconded by Gary Nysveen, CM (Red River chapter).

UMRA GENERAL MEETING

April 9,2005

Meeting called to order at 1:13 p.m.

Meeting opened by president Chris Daly, CM, Red River chapter. All officers were in attendance.

Motion made by Steve Bulat, CM, Red River chapter, to approve minutes from previous board meeting as printed.

Motion seconded by Tom Summerville, CM, Red River chapter.

Treasurer's report by Arlan Okerson, CMS, Badlands chapter: $3033.80 in checking account.

Motion made by John Huso, CM, Souris chapter, to approve treasurer's report.

Motion seconded by Chuck Lyche, CM, Red River chapter.

Jim Senst, CM, Twin Cities chapter, gave a conference site update for 2006. Conference is to be held March 31 through April 1 in Bloomington, Minnesota.

Voted in as new Sergeant At Arms, Mark Walenz, Missouri Valley chapter. All other officers move up one position.

John Huso, CM, Souris chapter, gave a conference update: "Everything going fine."

Old business: Members voted to approve minutes from general meeting 2004.

New business: Members voted to change newsletter distribution. Future newsletters to be posted on UMRA website, e-mail to chapter contact persons and to every UMRA member with an e-mail address.

President Chris Daly, CM, Red River chapter, spoke briefly about his recent mailing regarding ongoing education efforts. These shall include wholesaler involvement, tours, seminars, and the importance of becoming a certificate member.

Mark Walenz, Missouri Valley chapter, shared experiences of his chapter at recruitment and chapter improvement.

D. Brian Baker, CMS, Winnipeg chapter, was awarded outstanding achievment of the year award.

Chapters were encouraged to submit letters of support for Bruce Kamperschrorer, CM, Twin Cities chapter, in his quest for international Sergeant At Arms and his third 2 year term as director of Region 11 UMRA director.

Motion to adjourn by Hohn Huso, CM, Souris chapter. Seconded by Steve Bulat, CM, Red River chapter.

Meeting adjourned at 1:36 pm.
