UMRA 2001-2002 Officers


It has been a very busy year for Dee and myself. We have attended conferences and/or meetings of four Affiliate Organizations. They are ARI, NHRAW, ACCA and ASHRAE. The ASHRAE is held in conjunction with the AHR EXPO. All of the affiliate organizations recognized RSES at least once during one of their functions. RSES is well known in other organizations. I had the opportunity to help at the RSES booth at the EXPO. We had a good response from the visitors. Our advertising is paying off. Most of the people that stopped by the booth knew what RSES was and wanted information on our training.

Dee and I are looking forward to seeing a lot of our Region 11 members again. We missed last year due to an International Executive meeting.

EVP, Robb Isaacs and the entire RSES Executive Board will be at the UMRA/ RSES Canada, stop by and say "Hi" to them.

It has been five very short months since RSES President Irv Moeller stepped down and I have assumed those responsibilities which the membership of Region 11 has entrusted to me. During this time I have had a chance to talk to some of you and share some of the concerns which face our organization, that being of declining membership and keeping our chapters active. Our President, EVP and all the directors are working diligently toward this end. We welcome all member comments and ideas so that we may improve upon this ongoing process. RSES is getting their name out, and we are gaining recognition and respect within the industry and amongst the other organizations.

In mid-February, Leonard Holst, Director of Region 13, and myself were privileged to attend a two day orientation at the international office in Chicago. We were introduced to all staff and became acquainted with their duties and responsibilities. I can truly say we are very fortunate to have a team that is as dedicated, hardworking and competent.

I would leave you with two thoughts: (1) Please give every consideration to attending the conference in Winnipeg. Our Canadian friends have always proven themselves to be fantastic hosts and we owe them our support. The education programs look to be superb, so you owe it to yourself to attend; and (2) I had the recent privilege to attend a 12 week Dale Carnegie Course, (no I still can't remember your name, but I know how to try harder!). One of the tenets taught during this course was the principal of three C's which goes something like this. NEVER Criticize, Condemn or Complain. It is something which is probably next to impossible for any of us to achieve, but if we would practice the simple step of taking a mental pause before we act, speak, or make an evaluation we will ultimately become better stewards in all our relationships and professional endeavors.

UMRA Board Meeting

April 6th, 2001

The meeting was called to order at 7:15 a.m. by President Randy Branstad, CM (Red River Chapter) at the Ramada Inn, Norfolk, NE.

All officers were present. A total of 15 members, representing 9 chapters, were present.

Minutes of the April 1, 2000 meeting were read by John Huso, CM, (Souris Chapter) UMRA Secretary. They were approved as read, with no additions or corrections. Motion to approve made by Joe Wadas (Mid-Nebraska Chapter), seconded by Scott Owen (Elkhorn Valley Chapter).

Treasurer's report was given by Chris Daly, CM, (Red River Chapter) UMRA Treasurer, with a current balance of $2,738.65. Motion was made to accept the Treasurer's report as read by Rudy Wolf (Badlands Chapter), seconded by Dick LeBrun (Twin Cities' Chapter).

Nominating Committee for Sergeant-at-Arms - Jim Senst, CM (Twin Cities' Chapter) and Chris Daly, CM.

Nominating Committee for Achievement of the Year Award - Randy Branstad, CM, Ivan Maas, CM (Red River Chapter), Bruce Kamperschroer, CM (Twin Cities Chapter) and John Huso, CM.

Winnipeg Chapter will host the 2002 UMRA RSES and Canadian RSES Conference April 16-20, 2002 at the Delta Winnipeg in Winnipeg, Manitoba.

Discussion was held on the floor for a chapter to host the 2003 Conference. No action.

OLD BUSINESS: Discussion was held on the $1.00 per year UMRA dues that were due for the last two years. Secretary is to send out invoices to unpaid Chapters. Chapters that have paid are Red River and Twin Cities.

Discussion was held on Web page. It is up and running -

Scott Owen gave a brief talk on conference - 110 people have registered.

Motion by Rudy Wolf, seconded by Dick LeBrun to pay all bills. Motion carried.

Chris Daly, CM said he has a $800 check from Elkhorn Valley Chapter for repayment of conference advance, also a check for $80 from Souris Chapter for two years back dues.

Bruce Kamperschroer, CM made a motion to adjourn at 7:40 a.m., seconded by Joe Wadas. Motion carried.

Discussion was held on UMRA Conference sites. Send out request to individual chapters to host 2003 Conference.

Nominating Committee for Sergeant-at-Arms presented by Jim Senst, CM - has presented the name of Randy Cress (Southwestern MN Chapter) as was elected Sergeant-at-Arms. Motion by John Huso, CM, seconded by Joe Wadas to accept election of Sergeant-at-Arms. Motion carried.

President Randy Branstad, CM suggested we have officers move up in chairs. Motion made by Rudy Wolf and seconded by Ivan Maas, CM to have board officers move up in chairs, motion carried.

OLD BUSINESS: Irma and Bruce Kamperschroer will continue to do the newsletter.

NEW BUSINESS: Conference reports everything going along fine. 115 registered.

President Randy Branstad, CM said Secretary to send minutes of Board meetings and General Meeting to International, UMRA, Board and Regional Director and Bruce Kamperschroer, CM for the newsletter.

April 7th, 2001

Meeting was called to order at 3:45 p.m. by President Randy Branstad, CM. A total of 20 members were present. All officers present.

Minutes of last Board meeting was read by UMRA Secretary, John Huso, CM. Joe Wadas made a motion to accept minutes as read. Bruce Kamperschroer, CM seconded the motion. Motion carried.

Treasurer's report was given by UMRA Treasurer, Chris Daly, CM. Balance as of this meeting is $2,671.90. Motion to accept Treasurer's report as presented by Mike Johnson (Elkhorn Valley Chapter) and seconded by Randy Cress. Motion carried.

The 2002 UMRA-RSES Conference will be hosted by the Winnipeg Chapter April 16-20 at Delta Winnipeg, in conjunction with the RSES Winnipeg Chapter.

A bid was put in for the 2003 UMRA Conference by Missouri Valley Chapter, Omaha, NE. No date has been set.

John Fairchild, CMS (Missouri Valley Chapter) gave a discussion on places and sights to see and things to do while in the city of Omaha.

Discussion was held about not scheduling the upcoming conference at the same time as the Canadian RSES conference.

Discussion was also held on registration forms for break down on men's' and ladies individual prices to attend conferences.

Conference report was given by Scott Owens. Everything is going well, there were 110 registered. He also thanked speakers, vendors and merchants for a job well done and also door prizes.

Russ Dramstad (Sioux Empire Chapter) was asking about photo albums and history of UMRA conference. He was told they were in the hands of Ed Stockert's wife for updating. Make sure photos and programs of latest conferences be sent to the Stockerts for the scrap book.

Discussion was held on charters and flags to go to Winnipeg conference. There were no representatives from Winnipeg to the UMRA conference at Norfolk, NE to take charters and flags back with them. Ivan Maas, CM volunteered to deliver charters and flags to the Winnipeg Chapter.

NEW BUSINESS: Discussion was held on General Board meeting to follow the awards banquet. Motion made by Joe Wadas, seconded by Dale Buehler. Motion carried.

A motion was made by Russ Dramstad, seconded by Joe Wadas to set up a special committee not to exceed $150.

Bob Smith, CMS from Region 9 (St. Louis Chapter) gave a talk on RSES to promote hiring only certified technicians for wholesalers, manufacturers and businesses by advertising on radio, TV, magazines and newspapers. The market place will drive out unqualified people.

NATE certification is at a standstill, there has been no incentive to promote testing or certification.

Motion for adjournment at 4:25 p.m. by Rudy Wolf, seconded by Jeff Nolze, CM (Elkhorn Valley Chapter). Motion carried.

Supplement - A guide to the UMRA Officer Duties

In addition to the duties in the Officers' Guide:


1. Check with the Hosting Chapter to answer questions and check progress. Make sure they have a Conference Planning Guide.
2. Send letter to Newsletter editor to include the following:

  • Reminder to have two directors from each chapter for the UMRA Conference.
  • Reminder to submit for "Outstanding Achievement Award."
  • Reminder for formal applications for future conferences.
3. Appoint Committees Members for:
  • Nominating Committee - "New Officers."
  • Outstanding Achievement Award.
4. Check with newsletter editor on progress.

1st Vice President:

1. Collect formal applications for future conferences.
2. Responsible for Past UMRA President pins, and present pin and certificate to departing President.

2nd Vice President:

1. Historian - keep track of photo albums and history. Make sure hosting chapter adds to the latest book and limit themselves to five pages.

2. Keep Records in order.

3. Deposit funds, keep balance.

Twin Cities Chapter #220

St. Paul/Minneapolis, MN

Greetings from the Twin Cities Chapter:

The highlight of our year was the move from our former meeting place, Dunwoody Institute, to our new meeting place, the Fort Snelling Officers Club. It looks as though our membership roster is beginning to stabilize after two years of declining. This is very good news indeed.

We are very proud of the fact that our own Bruce Kamperschroer, CM was elected Director of Region 11, to occupy the position formerly held by Irv Moeller, CMS, who is now our International President. Another source of pride is Dick LeBrun, former chapter president, who will assume the Presidency of UMRA at the Winnipeg conference. We also wish to congratulate Kevin Johnson, winner of our 2001 Chapter "Member of the Year" award, for his good work in setting up our web site and work on our annual Gopher State Seminar.
